[Synopsis]

In July 1988, a new type of bomb was used in the Kanto region, and World War III broke out.

Thirty-one years later – Megalopolis, Neo-Tokyo, built on Tokyo Bay in 2019, is about to regain its former prosperity ahead of the Olympic Games the following year. Kaneda, the leader of a group of young and delinquents, has been riding motorcycles in this devastated city, repeating runaways and conflicts. One night, a fellow Tetsuo encountered a strange experimental boy while he was injured and fell injured. In front of the stunned Kaneda and the others, they are taken away to the military research institute. Kaneda tries to infiltrate the research institute to rescue Tetsuo. However, he sees the maddening Tetsuo awakened by new “power” through excessive human experimentation. On the other hand, in the special baby room in the laboratory, a girl with an experimental body predicts the awakening of “the highest confidentiality = Akira”. Tetsuo begins to approach “Akira” who sleeps deep underground in order to get closer to the mystery of his power.
